У меня то же самое. Возможно, всё дело в хреновой оптимизации смока под карты AMD.

На и не благодари
лично у меня фпс перестал проседать особенно в смоке и + 30 fps к мои 10

Везде все настройки на мин, видеокарту на производительность, и разрешение 1024х768. (ps я на 800x600 играю, еще со времен cs 1.5. Помню, как щит добавили в 1.6))) .
